1. Despite time having been granted to respondent, counter affidavit has not been filed till date though more than six months have passed.

2. As requested by learned Standing Counsel appearing for Union of India, we permit him to file counter affidavit within 10 days and no more subject to payment of Rs.5000/- each. We also make it clear that in case no counter affidavit is filed within ten days as directed above, concerned respondent authority shall appear in person before this Court on the next date.
